On April 7, 2026, Officer Zeigler was advised by a maintenance employee at an apartment building of a vehicle that was parked on Pascal Street, Roseville, County of Ramsey. According to the employee, the vehicle had been parked in front of the apartment building for the past few hours and was occupied by a male who was either waiting for someone or sleeping. Officer Zeigler went to Burke Avenue and Pascal Street and found the vehicle-a white Volkswagen Passat. The vehicle was running. Officer Zeigler approached the vehicle and observed a single male occupant in the driver’s seat, slumped to the right side toward the center console.
The male had a straw and foil in his right hand. There was a lighter and a small glass vial in the center console. Officer Zeigler knocked on the window and the driver sat up. The tips of the male’s right index finger and thumb were black and appeared to have been rubbed in ash or were charred. His pupils were dilated. The male-identified as DANIEL PAUL JOHNSON, [DOB REDACTED], said he was fine and fell asleep while sitting in the vehicle. He said he had been there for about an hour and a half. JOHNSON was asked to exit the vehicle.
When asked for the straw and foil that he previously had in his hand, JOHNSON said he threw them on the floor of the car. JOHNSON consented to a search of the vehicle. When asked, he said he smoked “about $10.00 dollars worth.” During a search of the vehicle, a small glass vial with a white crystal powder was found in the driver’s side door. A black pouch was inside a backpack on the passenger seat. A work identification card with JOHNSON’s photo issued by the Minnesota Department of Transportation was inside the backpack.
Inside a pouch of the backpack, there were two plastic baggies with a white crystal substance. There was a small blue rubber capsule inside the pouch with two plastic baggies that contained a white powder. Presumptive tests were conducted on suspected drugs. One baggie of white powder, net weight.262, result positive for presence of fentanyl. One baggie of white powder, net weight 1.339, result positive for presence of fentanyl. (Total net weight of fentanyl is 1.601 grams. One baggie of white crystal powder, net weight.88 grams, result positive for the presence of methamphetamine.
One baggie of white crystal powder, net weight.19 grams, result positive for the presence of methamphetamine. (Total net weight of methamphetamine 1.07 grams). The white crystal residue inside the glass vial also tested positive for the presence of methamphetamine.
