Notice: Pursuant to Minnesota Rule of Criminal Procedure 7.02, the prosecution provides notice that, at trial, the State will offer evidence of the following offenses, in addition to the offense herein charged, for the purpose of proving the motive, intent, preparation, plan, and identity of the perpetrator. ••-CR-••-•••• On 9/6/23, HASSAN was spotted driving a stolen vehicle. When police tried to detain him, he fled on foot and broke into a nearby residence in an effort to escape capture. HASSAN was captured and was found to be in possession of a shaved key, which are commonly used by auto thieves to defeat a vehicle’s locking ignition.
HASSAN was convicted of Auto Theft. ••-CR-••-•••• On 11/27/2025, HASSAN was arrested when police found him slumped in the driver’s seat of a stolen vehicle. During a search incident to arrest, police found a loaded handgun in his pocket. HASSAN was generally non-responsive and claimed he had ingested fentanyl. This case is still active. Current Case: On 2/4/25, Minneapolis Police responded to a report of a burglary on Harriet Ave S. The Complainant, REL, reported that he woke up at 5:30 am and saw an unidentified person with a flashlight standing in the hallway outside his bedroom.
This suspect ended up taking REL’s car keys and then stealing his 2013 Honda Fit (MN/DGF928). According to Carfax.com the average value of a 2013 Honda Fit is $8,908. On 2/10/2025, a Roseville Police Officer was working a Toward Zero Death traffic enforcement detail in Roseville, Ramsey County. At about 0035 hours, the Officer saw a 2013 Honda Fit (MN/DGF928) turn west onto County Rd C from E Snelling Service Dr. The vehicle traveled to Lincoln Dr N where it stopped at a red light with its front wheels in the crosswalk.
The officer then followed the vehicle to Terrace Dr W where it stopped at a red light with its front wheels on the painted stop bar. The officer activated to the squad’s emergency lights to initiate a traffic stop. The driver of the Honda, later identified as Khalid Mohamed Rashid HASSAN [DOB REDACTED], looked back at the officer and then accelerated rapidly. The officer followed with lights and sirens activated as HASSAN fled at a high rate of speed. For safety reasons, the officer discontinued the pursuit near County Rd C2/Snelling Ave but continued to follow HASSAN as he drove at normal speeds.
An assisting Ramsey County Deputy spotted the Honda at Snelling Ave N/Highway 10 W, activated the squad’s emergency lights, and initiated a second traffic stop. HASSAN did not stop. Instead, he fled again at a high rate of speed. The deputy pursued HASSAN to Lake Valentine Rd/Janet Ct in Vadnais Heights where HASSAN lost control of the vehicle and crashed into a telephone pole. During this pursuit, HASSAN drove at speeds exceeding 90 mph, failed to stop at stop signs and red lights, and drove the wrong way into oncoming traffic.
