Probable Cause
On March 4, 2026, Officer South obtained information from staff at Amber Union apartments about AHMED HAJI HASSAN [DOB REDACTED]. Staff said Hassan had brandished a BB gun at staff and residents. Staff suspected Hassan had shot bathroom mirrors with the BB gun. Officer South discovered that Hassan’s driver’s license was cancelled inimical to public safety. On October 14, 2025, Hassan was arrested in a Maroon Acura that now bore Minnesota license plates SGB972. At 10:00 AM on March 23, 2026, Officer South saw Hassan driving the Acura bearing Minnesota license plates SGB972 on Snelling Avenue.
Officer South followed Hassan as he turned into the Amber Union parking lot at [ADDRESS REDACTED], Falcon Heights, Ramsey County. Officer South pulled behind the Acura and activated his squad’s emergency lights. Officer South told Hassan he was not allowed to drive, and Hassan claimed he was wasn’t driving – he said he was just sitting in his car. Officer South got Hassan out of the car and arrested him for driving after cancellation inimical to public safety. Officer South saw a baggie that contained a white crystal substance by the door frame when Hassan stepped out of the Acura.
Hassan had a piece of paper in his pocket that was a tardy notice from a St. Paul charter school that was timestamped 9:23 AM on March 23, 2026. Hassan couldn’t explain how he came to be in possession of the paper. Officer South found a BB gun in the center console and the Acura’s key on the floorboard. Hassan declined a custodial statement. The contents of the two bags recovered during the incident tested positive for methamphetamine and weighed a combined total of 2.5 grams without packaging. Hassan committed these offenses while charged with gross misdemeanor VOCSL 5 and DAC-IPS in Ramsey County District Court file 62SU-CR-25-4298.
