On January 23, 2026, at 12:21 A.M. Sgt. Anderson observed a vehicle displaying registration that expired in November 2025. Sgt. Anderson stopped the vehicle on the ramp to I-94 from County Road 8 NW in Silver Creek Township, Wright County, Minnesota. Sgt. Anderson identified the driver as Orpheus Odel Hicks, Sr., [DOB REDACTED], defendant herein. The defendant had a revoked driving status. The defendant was unable to produce proof of insurance. The defendant admitted there was a “blunt” (a cigar filled with marijuana) in the vehicle.
The defendant admitted smoking marijuana in the vehicle. The blunt was retrieved from the center console area. The blunt tested positive for THC with a weight of.66 grams. Sgt. Anderson searched the vehicle and found a zip top baggie in a cup holder near the defendant that contained a white crystal substance that field tested positive for methamphetamine with a weight of 1.3 grams. The defendant was arrested. A search of the defendant’s person incident to his arrest resulted in the recovery of multiple baggies that contained controlled substances.
The defendant possessed 10 baggies of a white crystal substance that each field tested positive for methamphetamine weighing 4.12 grams, 4.02 grams, 4.01 grams, 3.85 grams, 3.64 grams, 3.55 grams, 3.44 grams, 3.43 grams, 3.33 grams, and 2.37 grams. The methamphetamine possessed by the defendant weighed 37.06 grams. The defendant also possessed a baggie of a white powder substance that field tested positive for cocaine weighing 2.27 grams. Sgt. Anderson noted, based on his training and experience, the controlled substances were consistent with possession for sale as they were individually packaged in amounts in which methamphetamine is commonly sold.
Numerous empty zip top baggies were located in the vehicle consistent with the sale of controlled substances.
