The following is based on your complainant’s review of the reports of other officers and your complainant’s own investigation: On November 26, 2025, at about 1:45am, Ramsey County Emergency 911 received a call from outside of a home on Atwater St., St. Paul, Ramsey County. The caller said that a man was assaulting her daughter; the dispatcher could then hear a lot of commotion and yelling. Emergency 911 then received a call from the home. This second caller said her intoxicated brother had assaulted the brother’s girlfriend and was now being aggressive with the brother’s father; she said that the brother had pulled out a gun.
Dispatchers then received reports of gunshots. St. Paul Police responded and encountered a man standing with several young children beside a sedan. The man was identified as the defendant, JULIUS SIMMONS, JR. ([DOB REDACTED]). The initial 911 caller, TLS ([DOB REDACTED]), and her daughter had fled. Officers reached TLS by phone. She identified the defendant as her daughter’s boyfriend. But she refused to provide further details until her daughter and young grandchild [NAME REDACTED] in a shelter; she expressed great fear of the defendant, whom she said regularly assaults her daughter.
Eventually, TLS told officers that her daughter is MRJ ([DOB REDACTED]). She said that on this night, the defendant pulled her and MRJ into the home on Atwater, where he was physically aggressive with MJR. She said that the defendant’s father intervened, allowing the two women to escape to their vehicle. She said that the defendant attempted to pull MRJ back out, but she and MRJ were able to drive off. She said that during the incident, she repeatedly heard the defendant threaten to “kill” MJR. Back at the scene, officers were approached by the defendant’s sister and father.
The sister said that that night, the defendant had come home intoxicated and had then assaulted his girlfriend (MJR). She said that the defendant got into an altercation with their father too. She said that MRJ grabbed her young child and ran to her car to leave. She said that the defendant then loaded a handgun and walked out with it, after which she heard two gunshots. The father told officers that the defendant owns two handguns, one maroon and one black. He confirmed to officers that the defendant had arrived at the home intoxicated and “very hostile.” He said that the defendant “fought” there with the defendant’s girlfriend (MJR). He said that he intervened, allowing MJR and her mother (TLS) to leave.
He said that the defendant also waved around the maroon handgun, which he (the father) took away before kicking out the defendant. He said that he heard gunshots from outside. TLS (MRJ’s mother) told officers that although she knows the defendant to own guns, she herself did not see a gun or hear a gunshot during the incident. The home was cleared for safety. Inside were several more children, along with the maroon handgun (a 9mm) referenced by the father. It was loaded, with a round in the chamber.
