Three CSAM images were identified as being disseminated over the BitTorrent network utilizing the software Transmission 4.0.6, on January 20th and 21st, 2025. The dissemination of those images was associated with a specific IP address. That IP address was traced to Brian George Burke, [DOB REDACTED], at his residence on Susan Street in Big Lake, Sherburne County, Minnesota. The following are descriptions of the three disseminated files. Disseminated File 1: Sleep – Cum in face (My Girl Vid).avi Date: January 20, 2025 File Description: 1 minute, 50 second video depicts a prepubescent female, approximately 9‐11 years of age, on a bed sleeping.
A suspected adult male’s erect penis is near the minor female’s head and the male is masturbating. The male ejaculates onto the minor female’s face. Disseminated File 2: – 13Yo Ann Sucks Dick.avi Date: January 20, 2025 File Description: 1 minute, 32 second video depicts a prepubescent female, approximately 13‐14 years of age, kneeling in front of an adult male’s erect penis. The minor [NAME REDACTED] on the male. Disseminated File 3: Pedoland Frifam 6yo Gisela F***.mpg Date: January 21, 2025 File Description: a 52 second video depicts a prepubescent female, approximately 6‐7 years in age, seated on a bed with a shirt on and her underwear pulled down toward her knees.
An adult male lifts the minor female’s legs causing her to lie down onto her back and exposing her genitals. The male places his erect penis on the female’s labia, rubbing to back and forth. On April 15, 2025, Special Agents with the BCA and officers with the Big Lake Police Department and the Sherburne County Sheriff’s Office executed a search warrant at Burke’s residence, to seize devices which may contain CSAM. Burke was compliant with the warrant and provided a statement to law enforcement where he acknowledged knowingly downloading nude sexual images of underage females.
Burke identified that he lives alone, and that he has a locked wi‐fi password. Burke admitted to using aMule and Transmission, which are Peer‐to‐Peer file sharing programs, to download the images and videos. Transmission utilizes the BitTorrent network. Burke advised he specifically is interested in girls aged 14 – 16 displaying breasts and genitals, as well as masturbating. Burke acknowledged having a couple hundred images on his devices. Burke acknowledged last viewing the materials that morning and had his computer running when the agents arrived.
A search of the devices uncovered approximately 9,680 items of suspected Child [NAME REDACTED], as well as evidence of the use of Peer‐to‐Peer networks. In the first scene, a prepubescent female approximately 5‐7 years old touches an adult male, erect penis.
