The Complainant having reviewed the applicable reports believes the following facts to be true: On December 3, 2025, officers with the St. Paul Police Department responded to the 1400 block of 7th Street East in the City of St. Paul, Ramsey County, MN, on a report of a domestic assault. When officers arrived at the home, a male, later identified as ANTHONY LAWRENCE WALKER, [DOB REDACTED], the defendant herein, answered the door, and officers observed his right hand covered in many tissues and profusely bleeding.
In the house, officers spoke with a female, S. R. P, fully identified in the police reports, who indicated that that earlier in the evening, she was in a verbal altercation with the defendant, her boyfriend. At some point during the altercation, the defendant began grabbing items that belonged to her and putting them into boxes. S. R. P., who relied on the services of American Sign Language to communicate, instructed an interpreter through her television to call emergency services. While gathering her things, the defendant hit and pulled on S. R. P.'s chin and face, and attempted to choke her with both hands, telling her, "I will f*** you up." S. R. P. Reported that she became lightheaded and unable to breath.
She also believed that the defendant was going to kill her. S. R. P. Struggled to fight the defendant off and then rushed into the kitchen area in order to let officers into the home. The defendant blocked the door, and pushed her back multiple times using his hands and forearms. S. R. P. Tried to go back into the bedroom to speak with the interpreter who was giving the 911 dispatcher live updates of the situation, but the defendant pushed her back again and continued to block her. S. R. P. Then grabbed a knife from the kitchen and when the defendant came up to her again, she hit him in the right hand.
S. R. P. Reported being very afraid and that she used the knife for her own protection.
