On January 14, 2026, the St. Francis Police Department responded to a theft report. K. R. M., "Victim" herein, reported that he had been staying with KIRSTIN ANN PERSON [DOB REDACTED], "Defendant" herein, and EMILY BETH PALLO [DOB REDACTED], "Co-Defendant" herein, at a residence on the 23400 block of University Ave NW, city of St. Francis, county of Anoka. Victim [NAME REDACTED] had been hospitalized starting on January 2, 2026, and that he left his wallet at home, which contained his Minco debit card ending in #7978. Victim stated that he observed unauthorized charges on that debit card, including $62.95, $302.95 and $302.95 from the ATM in the Dugout Bar in Bethel on January 5, 2026, $200 from an ATM at Kwik Trip on January 5, 2026, and $158.85 from an online Walmart purchase on January 8, 2026. A total of $1,074.54 in unauthorized transactions between January 3 to 8 were reported.
Victim canceled the card after discovering these charges and contacted the Dugout Bar, who provided surveillance photos of two females using the card for the transactions. Victim reviewed those photos and identified the females using his card as Defendant and Co-Defendant. Law enforcement spoke with Defendant who stated she only took out $60 to give to Co-Defendant. Defendant provided a recording of two females speaking to law enforcement in which one of the females states "I robbed him good." Defendant stated that this conversation was between her and Co-Defendant and that Co-Defendant was the person saying she had robbed Victim.
Defendant also told law enforcement that on January 1st, 2026, Victim had told Co-Defendant in front of her that they could take out money for Co-Defendant's car. Defendant stated that she got the card and pin number from Co-Defendant and then gave her the cash afterwards. Defendant reviewed the surveillance photos from Dugout Bar and confirmed that the photos were of her and Co-Defendant. Law enforcement again spoke with Victim [NAME REDACTED] did not give anyone permission to use the card. Law enforcement also obtained surveillance footage from the Kwik Trip located at [ADDRESS REDACTED] in East Bethel, that shows Co-Defendant using the card to take out cash from the ATM. Co- Defendant then walks over to Defendant and gives her some of the cash.
