On April 3, 2026 at approximately 8:36 PM, Deputy Zackary Skurla of the Carlton County Sheriff's Office was on duty and stationary at mile marker 214 in Carlton County, Minnesota when he observed a tan Buick Century with Minnesota license plate TFJ583 being driven by Jason Martin Mattsen, DOB/03011978, the Defendant herein. The Defendant was the lone occupant of the vehicle. The Defendant was known to have a revoked driving status with several pending Driving After Revocation files, and was known to Deputy Skurla from prior law enforcement contacts and his booking photograph.
A traffic stop was thereafter conducted. Investigator Nils Hansen of the Carlton County Sheriff's Office had been conducting surveillance of the Defendant's vehicle and was aware that the Defendant had made a trip to the Minneapolis/St. Paul metropolitan area alone, which was inconsistent with what the Defendant told Deputy Skurla. Investigator Hansen walked up to the vehicle and observed the interior of the vehicle, noticing a purple torch lighter consistent with the use of controlled substances.
He also noted the burnt amonia odor coming from the interior of the vehicle, which was consistent with the odor of recently used methamphetamine. Accordingly, Deputy Hansen deployed his K9 partner, Charlie, who is certified in Narcotic Detection by the United States Police Canine Association and the National Police Canine Association, to condict a free air sniff of the vehicle. K9 Charlie alerted for the presence of controlled substance odor, and a search of the vehicle was conducted. During the search the torch lighter was located on the driver's floor mat and a pink rubber tube was pushed up under the driver's seat with a metal pipe at the end, commonly used for smoking methamphetamine.
Located inside the center console was a ziplock baggie that contained a solid crystal rock, having the appearance of methamphetamine. There was also a Parliament brand cigarette pack in which a second package of suspected methamphetamine was located. The two packages had a gross field weight of 85 grams and field tested positive for methamphetamine, together with 3 dosage units of sildenafil, a prescription medication. When searched, the Defendant also had a methamphetamine pipe in his pocket.
