The following is based on your complainant’s review of the reports of other officers and your complainant’s own investigation: On the afternoon of July 6, 2025, Roseville Police received a report of theft by a known customer from Pawn America, [ADDRESS REDACTED]. N., Roseville, Ramsey County. An employee, ALP ([DOB REDACTED]), said that the defendant, RONALD AUBREY BURROUGHS ([DOB REDACTED]), is a frequent customer there. She said that he had recently stolen her cell phone from the counter while she was working.
She said that she had been contacting him to return the phone but that he had not done so. Surveillance video was recovered. At about the 6:53:55 mark, it shows a customer interacting with an employee, and placing something in his own pocket, while at the counter of the store. While the footage is grainy, ALP identified the customer as the defendant and the incident as depicting the theft. The defendant can be seen wearing a light-colored Panama hat. About three weeks after the report, the defendant was reported to have returned to the store.
He was not located at the time, but surveillance video was recovered more clearly showing his face; he is again wearing the distinct hat. In the defendant’s driver's license photo, he wears a Panama hat with a similar style (though different color). ALP said that the stolen phone was an iPhone 16 Pro Max. This model has a replacement price starting at $1,200. The defendant's criminal record includes at least four felony convictions, including Financial Transaction Card Fraud, Offering a Forged Check, and Counterfeiting of Currency.
