The following is based on your complainant’s review of the reports of other officers and your complainant’s own investigation: As of November 22, 2025, multiple warrants were outstanding for the arrest of the defendant, KOU HER ([DOB REDACTED]). On that date, at about 4:00pm, St. Paul Police on patrol observed a man slumped in the driver’s seat of a sedan parked in a lot at Fish Hatchery and Warner Rds., St. Paul, Ramsey County. The keys were in the ignition, and the vehicle was running. The driver was awakened and identified as the defendant.
He was taken into custody. The defendant's eyes were bloodshot and watery, and his speech was slurred. He lost his balance while walking. Two bags containing suspected narcotics were recovered from the defendant’s pockets. He told officers that he had been smoking methamphetamine and had passed out in the sedan. Standard field sobriety tests were conducted. The defendant showed multiple signs of impairment in the horizontal gaze nystagmus, walk-and-turn, and one-leg stand tests. A sample of the defendant’s urine was obtained pursuant to a warrant.
In separate presumptive tests, the substance contained in each of the bags recovered from the defendant tested positive for the presence of methamphetamine, with total net weights of 13.96 and 0.75 grams, respectively. The defendant pled guilty in late August to Theft of Motor Vehicle. He failed to appear at sentencing in late October (Case No. ••-CR-••-••••). His record also includes a 2016 conviction for Violation of Controlled Substance Laws in the Fifth Degree.
