On May 25, 2026, at approximately 1:55 P.M., police responded to the area of [ADDRESS REDACTED], St. Paul, Ramsey County, Minnesota. One call reported that there were two males fighting. Another call reported a female yelling for help. Upon arrival, police made contact with a female, RAL-E (YOB: 1995), and her husband, YYO-P, who were both Spanish speaking. Using the language line, RAL-E reported that she was with her friend at a gas station when she noticed a male, later identified as FREDI ANTONIO CASTILLO – [DOB REDACTED], that she used to work with who had been following her around for the last few days.
RAL-E said she left the job because CASTILLO was making her uncomfortable by asking her to marry him and offering her “nice things”. RAL-E told police that when she left the gas station in her vehicle, CASTILLO followed her in his vehicle and blocked in her car, but she was able to get away. When she was near her residence at the intersection of Oakland and Grand Avenues, RAL-E said CASTILLO blocked in her vehicle again then got out of his vehicle and into hers. While in her vehicle, RAL-E told police that CASTILLO began punching her with one hand and strangling her with the other.
RAL-E reported that CASTILLO made threats to kill and rape her and also talked about his powerful mafia family. RAL-E said she was not sexually assaulted. RAL-E told police that CASTILLO was able to get her out of her vehicle and was trying to drag her to his vehicle by her hair, but she was able to kick and scratch him then fell to the ground and yelled for help. RAL-E said her neighbor and husband heard her and scared CASTILLO away. RAL-E was extremely upset when speaking with police and even passed out for approximately ten seconds.
At the hospital, RAL-E confirmed her earlier statement that CASTILLO blocked her vehicle with his, then got into her car and began punching and strangling her. RAL-E confirmed that CASTILLO dragged her by the hair and tried to get her into his vehicle, but she defended herself by scratching and kicking CASTILLO. RAL-E also reported that while in her vehicle, CASTILLO kissed her and touched her breasts and vagina. RAL-E described feeling CASTILLO reach under her dress and insert his fingers into her vagina.
RAL-E stated that CASTILLO pulled out his fingers and said, “I see you’re sick,” referencing the fact that she was on her period, and he had blood on his fingers. RAL-E reported that CASTILLO licked his fingers. RAL-E confirmed that CASTILLO threatened to kill her and made comments about his mafia family. RAL-E reported that CASTILLO had been harassing her since she quit her job. While speaking with RAL-E at the hospital, police noticed that the bruising on her body was more prominent and there was new visible bruising.
