On December 18, 2025, at 3:33 P.M., Officer Milbauer with the Woodbury Police Department was on patrol when he observed a grey Honda Accord bearing Minnesota license plate [PLATE REDACTED] leaving the Kwik Trip gas station on Hudson Road in the city of Woodbury, Washington County. Officer Milbauer ran the license plate and determined the vehicle was registered as green in color. Officer Milbauer also observed the vehicle had extremely dark window tint. Officer Milbauer conducted a traffic stop in the area of Hudson Road and Lake View Drive and made contact with the driver, CHRISTOPHER SCOTT GRADINE, [DOB REDACTED]. GRADINE stated he recently purchased the vehicle and did not have proof of insurance.
Officer Milbauer noted that GRADINE had constricted pupils and signs of recent burn marks on his fingers, consistent with smoking narcotics. GRADINE stated he last used methamphetamine two weeks ago, and that it helps his stomach problems. Officer Milbauer asked GRADINE if he had any methamphetamine on his person, at which point GRADINE removed a small plastic baggie from his pocket and handed it to Officer Milbauer. The baggie contained a white, crystal-like substance that NIK-tested positive for methamphetamine and weighed 2.1 grams.
GRADINE was arrested and transported to the Washington County Jail where he remains in custody.
