On March 31, 2026, at 0228 hours, St. Paul police officers responded to the 500 block of Minnehaha, St. Paul, Ramsey County, on a domestic incident. Officers arrived and spoke to the complainant, SPP, [DOB REDACTED]. She stated that her brother, Taw Htoo Pho, [DOB REDACTED], came home intoxicated. He was being loud and disruptive. He woke up many family members. He was physically aggressive. Their father, AN, [DOB REDACTED], came downstairs. When Pho saw his father, he immediately charged him, knocking him to the ground.
Pho put both hands around AN’s neck and squeezed. AN told officers that he could not breathe. Officers observed and photographed injuries to AN’s neck. Officers spoke to Pho who was obviously intoxicated. He said that if he strangled his father, it was to defend himself because his father rushed toward him. In a later post-Miranda interview, Pho admitted that he came home intoxicated. He said he did not remember choking his father.
