Minnesota Predatory Offender JOHN CARL LOWE [DOB REDACTED], Defendant herein, has been non- compliant with his predatory offender registration requirements since 05-15-2019. Defendant is required to register following his conviction for Criminal Sexual Conduct in the 3rd Degree using Force or Coercion on 11-25-1992. Defendant is required to register until 02-20-2026. Law enforcement learned that on 07-21-2016, Defendant registered his primary address as [ADDRESS REDACTED], City of Minneapolis, County of Hennepin, State of Minnesota.
On 09-09-2024, law enforcement went to that address and learned that two residents at the address did not know Defendant. On 09-18-2025, law enforcement went to a residence located at 3104 East 58th Street, Minneapolis, MN, which was an address listed on Defendant’s driver’s license. Law enforcement spoke with staff at that address and learned they had not seen Defendant since April 2019. Law enforcement reviewed Defendant’s Predatory Offender Packet and learned that on 05-05-2018, he initialed and signed the document indicating he understood his registration requirements, including the requirement to register his address.
Defendant remains in non-compliance with his predatory offender registration requirements. Defendant is not in custody. The State requests a warrant on this complaint because Defendant has been non-compliant with his registration requirements since 05-15-2019.
