Based on reports from an incident occurring on or about January 24, 2026, your Complaint offers the following to establish probable cause: At approximately 2:24 P.M. On January 24, 2026, Woodbury Police Officers were dispatched on a report of shoplifting incident at the Kohl's department store located at 7100 Valley Creek Plaza in the City of Woodbury, Washington County, State of Minnesota. Officers were advised that two (2) females had walked out of the store without paying for a cart full of merchandise.
One suspect was wearing all black, and the other suspect was wearing a tan jacket and blue jeans. The females were observed putting the merchandise into a red Ford SUV possibly bearing Minnesota license plate number LGO022. Officers located the vehicle near the area and performed a traffic stop. The driver of the car was identified as ROBYN MARIE BOEHME [DOB REDACTED] and the passenger was identified as SHANNON COLLEEN O'NEIL [DOB REDACTED]. Officers spoke with O'NEIL and she admitted to stealing from Kohl's. O'NEIL told officers her and BOEHME stole clothing and jewelry.
O'NEIL explained that they concealed the items in her purse and totes they brought with them to the store. O'NEIL said she planned to later sell the stolen items to make money. BOEHME told officers she was with O'NEIL inside the store during the time of the shoplifting. BOEHME admitted most of the items in the rear passenger area of the car were stolen. Officers reported there was large amount of clothing and other items in the rear passenger area of the car. The total value of the stolen merchandise was $3,062.59.
