The following is based on your complainant’s review of the reports of other officers and your complainant’s own investigation: On November 4, 2025, at about 2:20pm, Minnesota State Patrol troopers responded to the Minnesota Department of Revenue, [ADDRESS REDACTED]., St. Paul, Ramsey County on a report that an agitated man had damaged security screening equipment. On arrival, troopers encountered a man in the security screening area who was swearing loudly at an employee behind safety glass. The screening equipment was on the floor in disarray.
The man resisted arrest but was eventually taken into custody and later identified as the defendant, JONATHAN MICHAEL BUSH ([DOB REDACTED]). The defendant has apparently been representing himself in an ongoing workers' compensation matter before the Court of Administrative Hearings, which is inside of the Department of Revenue. Surveillance video was recovered. It shows the defendant yelling at employees and then shoving the security equipment, knocking it to the floor. Photographs were taken of the damage.
The security system has an estimated value of about $100,000; the cost to repair the damage is believed to significantly exceed $1,000.
