Based on reports from an incident occurring on or about January 14, 2026, your Complainant offers the following to establish probable cause: At approximately 12:22 A.M. On January 14, 2026, Saint Paul Park Police Officers were dispatched on a domestic assault call in progress at 1060 2nd Street in the City of Saint Paul Park, Washington County, State of Minnesota. Officers made contact with N. M. M, who told officers she had been assaulted by her boyfriend RANDY LAWRENCE WILLIAMS JR. (D. O. B. 07/08/1990. N. M. M. Told officers WILLIAMS JR. Accused her of cheating on him and became upset.
The argument escalated and N. M. M. Said she became fearful for safety. N. M. M. Went into a bathroom and was followed by WILLIAMS JR., who then put both of his hands around N. M. M.'s neck and choked her. N. M. M. Said she was unable to breathe for approximately 5 to 6 seconds. N. M. M. Was able to break free and went outside. WILLIAMS JR. Followed N. M. M. And took her iPhone 15 from her hand and threw it with enough force to shatter both the front and back of the device. The replacement cost of an iPhone 15 is approximately $600. This occurred while N. M. M. Was on the phone with the 911 dispatcher.
WILLIAMS JR. Then left the area on foot. Officers reported that N. M. M. Had fresh visible red marks on her throat and a scratch mark with an open wound on her upper chest. WILLIAMS JR. Has the following qualifying domestic assault related convictions in the past ten (10) years: (1) Felony Domestic Strangulation on June 13, 2019 (Chippewa County Court File No.: 12-CR-17-39); (2) Felony Domestic Assault on August 2, 2021 (Hennepin County Court File No.: 27-CR-201-429; (3) Felony Domestic Assault on September 15, 2022 (Anoka County Court File No.: 02- CR-22-1601; (4) Violation of Domestic Abuse No Contact Order (DANCO) on November 8, 2023 (Scott County Court File No.: 70-CR-22-5746); and (5) Felony Violation of a No Contact Order on April 13, 2023 (Hennepin County Court File No.: 27-CR-22-13542). Due to the nature of the offense and WILLIAMS JR.'s criminal history of domestic assault convictions, the State is concerned about N. M. M.'s safety, therefore, is requesting a Complaint Warrant.
