The Complainant having reviewed the applicable reports believes the following facts to be true: On January 2, 2026, officers with the St. Paul Police Department were dispatched to an apartment on Wilkin Street in the City of St. Paul, County of Ramsey, State of Minnesota for a reported domestic assault. Upon arrival, they spoke with B. D. D., fully identified in the police reports. B. D. D. Reported that her ex- boyfriend, Joel Demond White, [DOB REDACTED], the defendant herein, was in her apartment when they began to argue about infidelity in the relationship.
The defendant slapped her across the face but it had minimal impact. When he realized that, he grabbed her by the head and threw her to the floor. While she was on the ground, the defendant repeatedly kicked her in the back. B. D. D. Fled to building’s hallway and one of her neighbors let her hide in the apartment. The defendant tried to force entry into the neighbor’s apartment but ultimately fled the scene. Officers observed redness and a mark on B. D. D.’s back where she was kicked. They also attempted to speak with her neighbor, but the neighbor did not wish to be involved.
The defendant was not on scene and officers did not locate him. The defendant has been in warrant status since November 24, 2025 for a charge of domestic assault by strangulation in Court File ••-CR-••-••••.
