On 5/3/2025, an officer was on patrol at a Kwik Trip in the City of East Bethel, in the County of Anoka, when he observed a vehicle. The officer noted that the driver and passenger attempted to shield their faces when he passed through the parking lot. The officer ran the plates of the vehicle, and noted that the registered owner was in Ceylon, Minnesota, some 140 miles away, and it was clear that neither the driver nor the passenger was the registered owner. The Officer followed, and, after an observed traffic violation, initiated a traffic stop.
The driver, KDR had an active, confirmed, body only warrant, and was placed under arrest. The Passenger, Stevie Linea Ikwe Aki Zempel [DOB REDACTED], herein Defendant, advised that the vehicle belonged to her friend, and gave their name, but that name was not the same as the registered owner. Due to the vehicle lacking insurance, lack of consent from the registered owner, the ignition being removed, and the Defendant lacking a driver's license, Officers ordered a tow of the vehicle. During the search of the vehicle, Officers discovered Methamphetamines located in the center console and under the passenger side floorboard of the vehicle, and loose cannabis flower under the same floorboard and in the trunk.
The Midwest Regional Forensic laboratory tested the suspected methamphetamine, and found that in total, they contained 12.056 grams of methamphetamine.
