On November 15, 2024, at approximately 6:06 P.M., a Metro Transit officer was walking on the Robert Street Light Rail Train Platform in St. Paul, Ramsey County, Minnesota, when he observed a female on a Light Rail Vehicle who appeared in to be in possession of suspected narcotics. The officer boarded the train and asked the female, identified as DIAMOND ROSE ROMANO – [DOB REDACTED], to exit the train and hand him the folded-up piece of tinfoil he observed in her possession. ROMANO provided it to the officer, who opened it op and confirmed there were suspected narcotics inside.
ROMANO was taken into custody. Pursuant to a search incident to arrest, the officer located additional suspected narcotics inside a piece of tinfoil. ROMANO told the officer she was not feeling well, and medics responded. ROMANO declined to be transported to the hospital, so she was taken to the Ramsey County Jail. During the booking process, ROMANO told jail staff that she swallowed fentanyl, so they denied her admission. Medics responded to the jail and transported ROMANO to the hospital, where ROMANO was released from police custody.
The suspected narcotics were field tested, which yielded inconclusive results. The suspected narcotics were submitted to the BCA for testing. On July 22, 2025, the BCA issued a report indicating that one of the substances contained fentanyl with a net weight of.106 grams. The second substance was not tested. ROMANO has a felony conviction for Fifth Degree Drug Possession in Ramsey County District Court File No. ••-CR-••-•••• on September 28, 2022. ROMANO is currently in custody at the Ramsey County Jail on an unrelated matter.
