On February 25, 2026, at approximately 4:10 PM, Sergeant Prink with the Rochester Police Department saw a vehicle with no front license plate at the intersection of 2nd Street Southwest and Highway 52. The vehicle was a 2010 Chrysler Sebring and therefore not subject to any exceptions to the requirement that the vehicle have both a front and a rear license plate. Sergeant Prink conducted a traffic stop and made contact with the driver, JONTRELL JOSIAH OVERTON-SMITH, [DOB REDACTED], who admitted his driver’s license was revoked.
Overton-Smith stated the vehicle belonged to someone else, and he did not know if the vehicle had valid insurance. Sergeant Prink confirmed Overton-Smith’s driving status to be canceled inimical to public safety and placed him under arrest. During a search incident to arrest, Sergeant Prink located tinfoil containing residue as well as a small amount of a suspected controlled substance in Overton-Smith’s pocket. The substance later tested presumptive positive for fentanyl and weighed.2 grams. Overton-Smith has previously been convicted of a violation of Minnesota Statute 152.025. Officer Garcia and Officer Roussell with the Rochester Police Department responded to assist Sergeant Prink.
Officer Roussell observed a glass pipe inside the vehicle in plain view, and Officer Garcia observed tin foil that appeared to be similar to the tin foil located on Overton-Smith’s person. Based upon these observations, officers searched the vehicle. Officer Garcia located a black box on the front passenger seat. Inside the box was a small black bag, and inside that bag were three clear plastic baggies containing what appeared to be a controlled substance. The substance later tested presumptive positive for methamphetamine and weighed 18.3 grams without packaging.
