At around 10:30 PM on June 23, 2025, officers were sent to [address omitted], St. Paul, Ramsey County on a man in the backyard who had been shot. Officers found TD (YOB: 2009) with a gunshot wound above his groin. TD explained he was shot while riding a scooter. Officers provided medical care until medics arrived and took over. Medics took TD to Regions Hospital. Officers learned there was a second shooting victim located just down the block from where they found TD at [address omitted] East. Officers found CR ([DOB redacted]) with a gunshot wound to his upper right thigh.
Officers applied a tourniquet, and CR was transported to the hospital. CR told investigators they were riding Lime scooters. They were at the top of a hill when someone shot them from behind. CR and DV fled down the hill, and they lost track of TD. Officers spoke to DV (YOB: 2010) who said he was riding scooters with his friends when they were shot. DV and CR began to ride down a hill when gunshots rang out. DV looked back and saw TD on the ground. TD got up and ran in a different direction. DV and CR ended up at [address omitted] East, and they called police.
DV later indicated that whoever shot at them was near the stairs at [address omitted]. DV later told an investigator that his group had passed another group of Asian males in the area. DV thought the Asian males who they had earlier passed shot at them. Officers found a Lime scooter, an earbud, and a bullet near the Mt. Airy Community Center where TD had been shot. Officers found 10 spent.40 caliber casings between 621 and [address omitted]. Officers found two abandoned Lime scooters and two abandoned Lime bikes near a playground between 618 and [address omitted]. Further investigation revealed that the abandoned scooters and bikes had been rented by ROGER TRIA YANG ([DOB redacted]). Investigators made contact with Yang and he agreed to speak to them about the incident.
Yang admitted he rented the scooters and bikes on the night of the shooting. Yang claimed he was with two other friends – Ace and Slim. There were three Black males behind Yang and his friends, but the two groups did not interact. Yang heard gunshots when his group was by the Mt. Airy Community Center. They ditched their rentals and ran down a set of stairs. Yang denied anyone in his group fired a gun. Yang’s group didn’t call 911 because they didn’t have time. Yang eventually admitted there was a fourth person in his group – Za. Officers later arrested Yang.
Yang was advised of his constitutional rights and agreed to speak to police. Yang admitted he was an OMB gang member. Yang admitted there were five people in his group riding scooters that night. A sixth man was in a vehicle and joined up with them after getting off work. Yang’s group rode past three other men on scooters – two of the other men rode on the same scooter. One of the men in the other group said to Yang’s group, “Man, I’m gonna Swiss cheese your ass.” Yang’s group got mad. The others waited by the park, and Yang went to see if the three other men would return.
