The Complainant having reviewed the applicable reports believes the following facts to be true: On January 1, 2026, at 2:24 AM, a trooper was on patrol exiting I-94 to Lexington Parkway in Saint Paul, Ramsey County. The trooper observed a vehicle drift over into the left lane, nearly crashing into the trooper's squad vehicle. The vehicle weaved into the right lane and exited the highway. The vehicle accelerated and ran a red light at Lexington Parkway. The trooper conducted a traffic stop and identified the driver as Diamantae Kendri RANSON-FONVILLE [DOB REDACTED], the defendant herein.
The defendant was about to light a cigarette as the trooper approached. There was a strong odor of alcohol and the defendant's eyes were bloodshot and watery. He denied drinking any alcohol. The defendant completed Standard Field Sobriety Tests, which further indicated impairment. The trooper noted six out of six clues of impairment during the horizontal gaze nystagmus test. There was a lack of smooth pursuit, distinct and sustained nystagmus at maximum deviation, and onset of nystagmus prior to 45 degrees in both eyes.
During the walk and turn test, the trooper noted six out of eight clues of impairment. The defendant then admitted to having a couple shots and a punch drink prior to driving. A PBT showed a BAC of.156. The defendant was taken into custody and transported to the Ramsey County Law Enforcement Center. The trooper read the Minnesota Breath Test Advisory and the defendant stated that he understood. The DMT showed a BAC of.14 at 3:06 AM.
