On May 29, 2026, at approximately 12:30 A.M., police responded to an apartment complex located at [ADDRESS REDACTED], White Bear Lake, Ramsey County, Minnesota. Upon arrival, police met with the complainant, MCJ, who confirmed what he told dispatch, which was that he got a text from his sister, MEP, stating that she was in danger, and he tried to call her multiple times with negative results. MCJ said he told MEP that he would call the police if she did not answer, and she texted him back and said, “Call now.” MCJ did not know what apartment she was in but had her location.
When asked if MEP dated anyone in the building, MCJ responded, “Paul Anderson.” Police were familiar with PAUL EDWARD ANDERSON – [DOB REDACTED] and knew him to live in one of the apartments. As police approached ANDERSON’s apartment, they heard yelling inside. Police knocked several times before ANDERSON answered the door. When asked if MEP was present, ANDERSON initially told police that she was not in the apartment. When police told ANDERSON to go get her, ANDERSON responded, “When I get ready to.” When police told ANDERSON to do it immediately, ANDERSON closed the door.
Police waited a minute or two before knocking on the door. ANDERSON answered again and said MEP was in the shower. ANDERSON was informed that police needed to speak with her. Eventually, MEP came to the door. Police observed that her lip was bleeding and swollen. Police took her down the hallway to talk. ANDERSON got upset and instructed MEP to return to his apartment. MEP turned to walk towards him, but police escorted her down the hall. MEP appeared afraid and asked if she could leave. Police told her that they needed to speak with her about her texts to MCJ. MEP began crying and told police that they had to get the kids and get out of there.
MEP told police that she had been dating ANDERSON since April. MEP reported that ANDERSON was drinking and got upset because she wanted to go home. MEP said ANDERSON began getting in her face and throwing things around the apartment. MEP reported that ANDERSON threw a TV at her and punched holes in the wall. MEP advised that she was able to text MCJ when ANDERSON threw her phone at her. The officer heard ANDERSON getting more upset as he spoke to another officer. ANDERSON began walking towards MEP and told her to come back to the apartment.
Eventually, ANDERSON went back into the apartment and came back outside with his four young children. ANDERSON began to get agitated and would not follow police directives. Police attempted to take ANDERSON into custody, but he fought with police and resisted. ANDERSON also resisted being placed into a squad car. Eventually, police were able to get him inside then ANDERSON aggressively and repeatedly kicked the back side window and door of the squad car. Other officers responded and placed ANDERSON in a wrap device to help immobilize him.
