All of the conduct described herein occurred within the County of St. Louis, State of Minnesota, unless otherwise noted. Recently, Duluth police received a report that a male had been masturbating in front of the Duluth Public Library at [ADDRESS REDACTED]. In Duluth, St. Louis County, Minnesota. A library employee had been reviewing security camera footage when he noticed that a man he recognized as Defendant DORIAN MICHAEL BEST [DOB REDACTED] had masturbated in front of the employee entrance at around 4:08 AM on October 24, 2025. Police reviewed nearby surveillance camera footage and confirmed that a man was masturbating on the public sidewalk outside the library on that date and time.

Police compared the masturbating man’s face to multiple booking photos of Defendant and confirmed that the masturbating man was Defendant. Police saw Defendant ejaculate on the sidewalk and wipe his hands on the library building. Defendant has a previous conviction for indecent exposure. (No. 69DU-CR-23-2511.)
