On April 23, 2026, at approximately 3:50 P.M., police responded to [address omitted], St. Paul, Ramsey County. The caller, BJC, who is a security employee for the address, reported that a man sitting next to an unresponsive woman had his hands down her pants, and the man claimed to be her boyfriend. Upon arrival, BJC directed police to the male, FELIPE OREA-GARCIA – [DOB redacted], and he was detained. The female, TLS, appeared to be unconscious lying on the seats. TLS was able to tell police her name but had a difficult time responding to and answering questions.
TLS showed signs of impairment and needed assistance standing up and getting onto the medical stretcher. Police noted a strong odor of a consumed alcoholic beverage coming from TLS. BJC told police he was informed by MAD that something was going on underneath a blanket at the couches. When BJC approached to investigate, he observed a tan jacket over OREA-GARCIA and TLS and saw movement underneath the jacket. BJC said he came up behind them, lifted the jacket, and saw OREA-GARCIA’s right hand inside the front of TLS’s pants making a fondling motion over her vagina.
BJC reported that TLS was unresponsive and had her eyes closed. BJC checked on TLS and stated that she rolled her eyes open, did not know where she was, and was in and out of consciousness. Police observed surveillance footage that corroborated what BJC reported. Earlier surveillance video from approximately 2:11 P.M. Showed OREA-GARCIA and TLS talking with each other and OREA-GARCIA fill TLS’s cup with vodka. Approximately an hour later, TLS began falling asleep/going unconscious. MAD told police that she was sitting behind OREA-GARCIA and TLS and observed OREA-GARCIA touch TLS underneath her shirt while she appeared to be sleeping.
At Regions Hospital, TLS told police that she was not in a romantic relationship and did not remember who was sitting next to her at Dorothy Day. TLS had no recollection of the incident and said she would not have consented to any sexual contact. TLS reported that she drank alcohol that day and it had been a while since she had alcohol. TLS did not recall who she drank the alcohol with, when or where, or how much she had. Following a Miranda advisory, OREA-GARCIA told police that he does not have a permanent address and sleeps on the streets, in jail, or at Higher Ground.
OREA-GARCIA said TLS is a friend that he met approximately two weeks earlier at Higher Ground. OREA-GARCIA reported that he and TLS had been drinking vodka since early that morning. When asked why he thought he was in jail talking to police, OREA-GARCIA responded that it was because security found his alcohol bottle. OREA-GARCIA reported that he was on a couch with TLS watching a movie when security came over and thought he was doing something bad to TLS. When asked if TLS was drunk, OREA-GARCIA responded, “Yeah, we had been drinking all day.”. When asked whether he touched TLS on her vagina or breasts, OREA-GARCIA shook his head to indicate no and denied touching TLS. OREA-GARCIA stated that he had respect for TLS. OREA-GARCIA denied that the jacket was covering both of them and said the jacket was only covering TLS. When asked why he told police that TLS was his girlfriend, OREA-GARCIA replied that he was joking around with her.
