On or about November 2, 2025, at approximately 12:44 AM, deputies of the Washington County Sheriff's Office responded to a call of a driving complaint in the area of Hwy 36 and I-694, City of Pine Springs, Washington County, Minnesota. Deputies were advised of a vehicle swerving and crossing over the shoulder repeatedly. Upon locating the vehicle, deputies noted the reported driving conduct, alongside the vehicle making two different lane changes without signalling, and conducted a traffic stop, identifying the driver as CIARRA LASHAY MCKINNEY, [DOB REDACTED], the Defendant herein.
Upon contact, Defendant denied swerving as reported to the deputies. Defendant advised she had 1 or 2 shots after the deputies asked if she had been drinking. Defendant agreed to perform standardized field sobriety tests and asked if the passenger, Defendant's juvenile daughter, could exit the vehicle, to which the deputies stated was fine. Prior to testing, Defendant advised she had 5 surgeries on her back and a herniated disc. As a deputy spoke with Defendant outside the vehicle, he noted a strong odor of an alcoholic substance emitting from her as well as glossy and watery eyes.
Defendant showed several indicators of impairment during the field tests and, upon a preliminary breath test being conducted, Defendant's BAC was revealed to be 0.145. Defendant was arrested and transported to Washington County Jail. Defendant was read the breath test advisory while at the jail and agreed to provide a breath sample. Defendant produced a breath sample with a final result of 0.17 at 1:53 AM.
