On December 12, 2025, at approximately 6:51 A.M., Minneapolis Police Officers responded to an auto theft report located at [ADDRESS REDACTED], Minneapolis, Hennepin County. The reporting party and owner of the vehicle, W. P. Stated that two suspects stole his 2007 Blue Honda Civic with Minnesota license plate [PLATE REDACTED]. The vehicle was running with the keys inside and unlocked. The vehicle had red rims and the bumper was bright blue. On the key ring of the Honda Civic was a key to W. P.’s other vehicle, a Chevy Impala.
On December 13, 2025, Officers were alerted to the stolen Honda Civic parked on 26th Street East near Bloomington Avenue, Minneapolis, Hennepin County, through their License Plate Reader. Officers positioned their squad front bumper to front bumper with the Honda Civic to prevent it from fleeing. The Defendant was slumped over the center console sleeping wearing coveralls with a rip in the leg and protruding insulation. Uniformed Officers approached after commands to wake up went ignored. The Defendant then awoke, refused to unlock the Honda Civic, stretched, put the Honda Civic in drive, and sped off popping a tire in the process over a spike strip.
The Defendant went through an intersection, spun out before righting himself traveling westbound on 26th Street and got away. When the Defendant fled in the Honda Civic, he was wearing dark colored coveralls with a ripped leg and protruding insulation. On December 16, 2025, W. P. Recovered the Honda Civic unoccupied, at [ADDRESS REDACTED], Minneapolis, Hennepin County. Surveillance video captured a suspect leaving the vehicle. On December 22, 2025, Minneapolis Police Officers responded back to W. P.’s address for a second vehicle theft report.
W. P. Stated that his 2009 Chevy Malibu with Minnesota license plate [PLATE REDACTED] was now stolen. The Chevy Malibu was parked in front of his house, locked, with no keys inside. W. P. Stated that he was driving home when he saw his Chevy Malibu driving towards him and then realized that someone had stolen it. W. P. Followed the Malibu and when the Malibu stopped at a stop light, he exited his vehicle, approached the Malibu, and the suspect took off at a high rate of speed. W. P. Then lost sight of the Malibu.
W. P. Described the driver as having longer, dark “puffy” hair. On December 24, 2025, Minneapolis Police Officers responded to a report of a male slumped over in a parked vehicle at [ADDRESS REDACTED] South, Minneapolis, Hennepin County. Officers arrived and located the Chevy Malibu with Minnesota license plates 371ZXC. Officers learned that the vehicle was reported stolen out of Minneapolis. The Malibu was occupied by one male in the driver's seat later identified as JACOB JOELROCK MAYOKOK, Defendant herein.
Officers turned off the vehicle and removed the Defendant, placing him under arrest. In a search incident to arrest, Officers located multiple small bags with tiny blue, purple, and light pink dots inside suspected to be controlled substances. Officers also learned that he had an active warrant for his 3 ••-CR-••-•••• Filed in District Court State of Minnesota 1/30/2026 arrest. Officer M. W. Recognized the Defendant as the driver of the Honda Civic who fled from him on December 13, 2025, as the Defendant had a unique facial structure and longer dark hair that puffs out on the sides.
