On June 6, 2025, at approximately 10:54 P.M., Officer Roth of the Coon Rapids Police Department was on routine patrol in the area of Kwik Trip located at [ADDRESS REDACTED] NW, city of Coon Rapids, within Anoka County, when he observed two males on bicycles on the Kwik Trip property. Once the males observed Officer Roth, they quickly got up and began pedaling away. Officer Roth observed one of the males try to cross a traffic lane with no lights and not in designated crosswalk. Officer Roth made contact with the male, while the second male appeared to flee on his bicycle.
The male was identified as JEFFREY WADE PALMER [DOB REDACTED], hereinafter Defendant. Defendant was cleared of any active warrants through NCIC, but Officer Roth was unable to check county records due to their system not working. Defendant was released from the scene. Officer Roth then searched the surrounding area in an attempt to locate the second male appeared to flee before the stop. While searching the area, he observed a male riding a bicycle who looked back at Officer Roth and then began to quickly pedal away.
Officer Roth located the male who was then hiding behind a concrete barrier and discovered it was Defendant. Defendant stated he was trying to get away from the second male Officer Roth had seen earlier. Due to Defendant’s odd behavior, Officer Roth attempted to check county records system again and found Defendant was trespassed from the Kwik Trip location. While Officer Roth was in his squad checking records, Defendant fled the scene on his bike, eventually dropping the bike and running away on foot.
Officer Roth was able to stop Defendant after a short pursuit. During a search incident to arrest, officers located several pipes containing suspected narcotic residue and a hypodermic needled that contained suspected methamphetamine. Midwest Regional Forensic Laboratory later tested the substance in the hypodermic needle and confirmed it was 0.308 grams of methamphetamine.
