The following is based on your complainant’s review of the reports of other officers and your complainant’s own investigation: On August 30, 2025, at about 11:15pm, St. Paul Police on patrol observed a group of five people huddled in the alcove of an entrance to [ADDRESS REDACTED]. N., St. Paul, Ramsey County. This area of the building was posted with a “no trespassing” sign; building management has authorized officers to enforce trespassing violations there in response to frequent quality-of-life issues, including narcotics use.
As officers approached to address the trespassing violation, the five began to walk away. Officers directed them to stop and return. Most complied, but one began to flee on a bicycle. After a struggle, he was eventually taken into custody and identified as the defendant, ANGEL EDUARDO MACIAS ([DOB REDACTED]). In a search of the defendant incident to the arrest, officers found in his sweatshirt pocket a small round container. The defendant told officers that he had taken fentanyl. He was brought to the hospital and was eventually released.
In a presumptive test, the substance contained in the container tested positive for the presence of both cocaine and fentanyl, with a total net weight of 0.81 grams. The defendant faces several pending non-felony charges, including for Violation of Controlled Substance Laws in the Fifth Degree – Gross Misdemeanor. Multiple warrants for his arrest are currently outstanding for failures to appear; for this reason, a warrant is respectfully requested in this case as well.
