Probable Cause
In April 2026, a sex-trafficking operation was conducted by the Rochester Police Department in Rochester, MN, Olmsted County. Online advertisements were created that advertised a female offering sexual act or services in exchange for money. The ads were for “in-call” only, which means that a buyer will come to a specific location. The ads also specified that it would be $ 150 for a half hour and $250 for an hour. These ads were posed on websites that are known to be utilized by people seeking to purchase sex.
The buyers message a phone number that is provided on the ad to arrange for the sexual act/service. Chatting began on April 2, 2026. A undercover chatter (“UC”) would wait for someone initiate messaging the. As people were messaging the number on the ad, detectives were identifying the person who sent the message. BRIAN CHARLES TACKMANN [DOB REDACTED] was identified as sending the UC messages. He initiated conversation with the UC and initiated a sexual conversation in which there was an agreement for the UC to perform "regular" sexual acts with Tackmann in exchange for money.
Tackmann agreed to a half hour of services. He agreed to meet the UC at a specific place in Rochester. During the chat, the UC told Tackmann that she was 16 years old and he still agreed to exchange money for a sex act with the UC. The ad contained photos of a female that were similar to a teenage female. Tackmann arrived at the agreed upon location and was detained. On his person were cigarettes, cash, wallet, and car keys. PLEASE TAKE NOTICE: YOU MUST APPEAR FOR EVERY COURT HEARING REGARDING THIS CASE. FAILURE TO APPEAR FOR COURT IS A CRIMINAL OFFENSE AND MAY RESULT IN ADDITIONAL CRIMINAL CHARGES BEING IMPOSED AND PUNISHED AS PROVIDED IN MINNESOTA STATUTES SECTION 609.49.
