Your Complainant is a Trooper with the Minnesota State Patrol, and based on the files, records, and reports of said Department, your Complainant alleges the following: On October 22, 2025, at approximately 8:11 A.M., Minnesota State Patrol Trooper Yang responded to a crash on Highway 62 eastbound at Gleason Road, in the City of Edina, County of Hennepin, State of Minnesota. Trooper Yang observed two vehicles and a FIRST unit truck with emergency lights, parked on the left shoulder of the roadway.
Trooper Yang spoke with the driver of the semi truck, identified as Marshal Hans Petersen, [DOB REDACTED], the Defendant herein. Trooper Yang identified the Defendant via a South Dakota driver’s license. The Defendant stated traffic was going, and then abruptly stopped. The Defendant stated he did not stop in time and struck the rear of the second vehicle. The Defendant provided an insurance card for the semi truck. Trooper Yang observed minimal damage to the semi truck. Trooper Yang inquired of the Defendant concerning his Commercial Medical Card.
The Defendant opened the semi truck’s driver’s side door to obtain the requested information. While speaking with the Defendant at the driver’s side door of the vehicle, Trooper Yang observed the butt-end of a black pistol underneath the area of the driver’s seat of the semi truck. The pistol was later identified as a black 9-millimeter Springfield Armory pistol, serial #BF290636. Trooper Yang observed the pistol was in a holster with a magazine inserted and a round in the chamber. Trooper Yang took possession of the pistol and secured it in the squad car.
The Defendant denied knowledge of the pistol inside the semi truck and stated he usually has it in the back of the vehicle. The Defendant stated he has taken the appropriate classes and completed the paperwork for a permit to carry, but did not obtain the permit. Trooper Yang ran routine checks and observed the Defendant does not hold a valid permit to carry in either Minnesota or South Dakota. The Defendant admitted the pistol belonged to him and acknowledged it was loaded with one round in the chamber.
