On May 7, 2026, JMP went to the St. Paul Police Department to report a domestic assault and strangulation that took place at the intersection of Highway 61 and Burns Avenue in St. Paul, Ramsey County, Minnesota, on May 3, 2026. JMP told police that she met EDDIE LEE WASHINGTON, JR. – [DOB REDACTED] via Facebook Messenger due to sharing several mutual friends. JMP said they have been hanging out for approximately one month and are in a sexual relationship but not formally dating. On May 3, JMP reported that she was driving WASHINGTON home, and he was upset because she was running late.
JMP described the car ride as “tense” and that WASHINGTON seemed very agitated. JMP said she knew he was about to become very angry due to similar behavior during a previous incident on April 28. While she was driving, JMP stated that WASHINGTON began yelling at her, threatening her, and pounding her arm with his fist. JMP reported that she was scared but had enough, so she pulled over to the side of the road and told him to get out of her vehicle or she would leave. JMP said she tried to get out of the vehicle, but WASHINGTON pulled on her wrist to prevent her from doing so.
JMP reported that she was able to pull away and walked onto the highway. JMP told police that she finally spoke to WASHINGTON on Burns Avenue and Highway 61 and asked him to calm down because he was scaring her. JMP reported that WASHINGTON suddenly smashed her head into the window/seatbelt area of the vehicle. JMP said it happened so fast that she did not know which hand he used to hit her or whether it was an open hand or closed fist. JMP stated that she was struck on the right side of her face and head, which caused her left side to smash into the side of her vehicle.
After that, JMP said that WASHINGTON choked her with both hands with one hand wrapped around the front of her neck and the other hand holding the back of her neck. While being strangled, JMP stated that she almost stopped breathing and almost lost consciousness. JMP reported seeing stars and said that she had a hard time trying to breathe and swallow. JMP said that she lost control of her bowels a little and felt nauseous. For two days following the strangulation, JMP reported that she vomited and had diarrhea before going to the hospital.
While strangling her, JMP said WASHINGTON spit on her, told her that he was going to kill her, called her a stupid b****, and said he was going to put a bullet in her brain. After WASHINGTON stopped strangling her, JMP stated that he hit her one more time with his right fist on the right side of her face. The officer noted that JMP still had visible bruising on her face from the assault. JMP told police that WASHINGTON had a history of threatening and hurting her, and she was terrified of him. For purposes of enhancement, WASHINGTON has the following qualified domestic violence related offense convictions: Felony DANCO Violation in Clay County District Court File No. ••-CR-••-•••• on February 4, 2022. Misdemeanor OFP Violation in Hennepin County District Court File No. ••-CR-••-•••• on October 8, 2020. The following information is offered for purposes of Rule 6.02. On January 28, 2022, WASHINGTON was sentenced to 60 months in prison for a charge Possession of a Firearm by an Ineligible Person in Ramsey County District Court File No. ••-CR-••-••••. As part of the plea agreement, two counts of Second Degree Assault were dismissed.
