On December 21, 2025, CS, a manager at CE Collective, a vehicle rental company, noted that a Buick Envista with Illinois license plate [PLATE REDACTED] was stolen from a company parking garage in Minneapolis. The Buick had a metal lockbox attached to it that contained its keys. CS believed that lockbox had been pried open allowing access to the keys. Two other vehicles had been stolen from the same parking garage around the same time the Buick was stolen. The Buick’s tracker showed that it left the lot where it had been kept at 5:39 AM on December 20, 2025. The Buick Envista has only been made available in North America since 2024. The stolen Envista is worth more than $5000. General Motors was able to track the Buick.
Officers learned that the stolen Buick was in St. Paul. Officers located the Buick and followed it as it went south on Highway 52. The Buick got off Highway 52, turned around, and got back onto Highway 52 heading north. As the Buick neared the exit ramp to Interstate 94 West off Highway 52, St. Paul, Ramsey County, officer had General Motors remotely slow and stop the Buick. Squad video showed the he Buick stopped, and its front driver and passenger doors opened. An officer aired that the Buick’s occupants were bailing out of the car.
ELLIOT SAMUELS VAUGHN [DOB REDACTED] got out of the driver’s seat, and RB got out of the passenger seat. Officers drove behind Vaughn as he fled on foot. An officer aired that Vaughn was reaching into his pants. Vaughn had a handgun in his right hand that he transferred to his left hand as he ran. Vaughn extended his left arm behind him and pointed the handgun directly at the two officers inside the squad. Officer discharged their firearms at Vaughn. Vaughn was hit in the right thigh and fell to the ground.
Officers located an empty holster on Vaughn and a Smith and Wesson handgun nearby. Vaughn’s handgun had a round in its chamber and a magazine full of ammunition. Officers put a tourniquet on Vaughn’s leg. Vaughn was transported to Regions Hospital for medical care. Vaughn was taken to jail when he was medically treated and cleared. Vaughn declined a custodial interview.
