On November 19, 2025, Metro Transit Police Department officers were conducting surveillance of an area located at Lake Street and Blaisdell in Minneapolis, Hennepin County, Minnesota. Officers observed an individual later identified as OSCAR DAVID ESTRADA VASQUEZ, hereinafter Defendant approach multiple individuals making hand to hand transactions. Officers observed Defendant exchange blue post it notes with other individuals for cash and then walk away. As officers approached Defendant he began to flee on foot.
Officers gave chase and made contact with him thereafter placing him under arrest. During said pursuit, officers observed Defendant take a green item from his possession and throw it over a fence. Officers retrieved said item thereafter determining it to be a green 9mm Taurus firearm with a round in the chamber. Upon review, officers confirmed Defendant does not have a permit to carry a firearm in public Officers retrieved several post-it notes in Defendant's possession, consistent with previous observations via surveillance.
Within said post it notes, officers located a suspected controlled substance. The substance was field tested, returning a positive result for the presence of methamphetamine, a controlled substance weighing approximately 6.7 grams. Defendant has a prior conviction for carrying a firearm without a permit per MNCIS case number 27-CR- 24-11694. Defendant is currently in custody. The State respectfully requests this complaint issue via warrant.
