That on or about August 12, 2025, at approximately 18:52 hours, Minneapolis Police Officers P. H. And C. K. Responded to customer trouble call at Loon Cafe, located at 500 1st. Avenue in the City of Minneapolis, Hennepin County, Minnesota, regarding customer who refused to pay and was trying to leave. Upon arrival the officers spoke with the reporting person, S. P. Z., who stated that a male entered the restaurant, purchased items, his credit card was declined, and the male told the staff that his card was declined because he just moved from Boston, and it was on a 24-hour travel hold.
S. P. Z stated that the male became belligerent, claimed he was assaulted by staff, did not stay for the police and then left the restaurant. The officers were given a description of the male suspect and were informed that he was heading in the direction of Glueks; the officers checked Glueks but the suspect could not be located. S. P. Z. Showed officers a photo of the suspect, and it matched the description of a previous call the officers handled earlier in the day, where the suspect committed a similar crime.
The suspect was identified as CHRISTOPHER PATRICK SVARSTAD, [DOB REDACTED], Defendant herein. Officers were provided a food receipt of the items ordered by Defendant. Defendant ordered 2 glasses of Pinot Noir and a habanero walleye sandwich with fries, totaling $51.26. Defendant left the restaurant without paying his bill and did not have permission from the restaurant to leave without paying for these items.
