The following is based on your complainant’s review of the reports of other officers and your complainant’s own investigation: On September 25, 2025, at about 6:45am, Ramsey County Emergency 911 received a call from a home on Cypress St. In St. Paul, Ramsey County. The caller said that she had just awakened to find that her intoxicated boyfriend had shot himself in the leg. St. Paul Police responded and found the boyfriend in an upstairs room, with a bullet wound to his thigh that was bleeding severely.
A tourniquet was applied. As officers awaited medics, photographs were taken of the scene. Medics treated the man and transported him to the hospital. He was later identified as the defendant, BOE REH ([DOB REDACTED]). The 911 caller was identified as the defendant’s girlfriend, HMP ([DOB REDACTED]). She said that that night, while she and he were in their upstairs bedroom, he had been drinking and on a call with a friend. She said that during the call, he was laughing and playing with a 9mm handgun, even as she slept beside him (and other family members were in the home as well). She said that she suddenly awakened to the sound of him shooting himself in the leg.
She said that in addition to the handgun, the defendant keeps an AK-style rifle in the bedroom closet. On the floor of the bedroom, near a large amount of blood, were the spent casing and bullet. The bullet was a hollow-point; it had mushroomed after impact. HMP had been told by the 911 dispatcher to move the handgun out of the bedroom and into the room next door. The gun was recovered from there. It was loaded, with a live round in the chamber. Photographs were taken. The defendant’s AK-style rifle was found in the closet in the bedroom shared by him and HMP (and where the shooting took place). It too was photographed and recovered.
The defendant and HMP share a one- year child [NAME REDACTED] in the bedroom with them. Nevertheless, the rifle was sitting loaded and unsecured on an open shelf. A family member told officers that he had been sleeping on a couch downstairs and was awakened to help the defendant immediately after the shooting. He said that the defendant was holding his thigh, with blood everywhere. The defendant’s mother had been in the home as well; she told officers that she had heard the gunshot. The defendant has a permit to carry a firearm.
Officers attempted to interview the defendant at the hospital but were unable to do so for medical reasons. He has since failed to return multiple calls from an investigator.
