On April 30, 2026, Minneapolis Police officers were dispatched to an address in Minneapolis upon the report of a domestic assault that had occurred at a residence located on the 600 block of 19th Street East in Minneapolis, Hennepin County, Minnesota. Officers responded and spoke with a known adult female, Victim herein, who was visibly distraught and had obvious markings on her neck consistent with ligature strangulation. Victim told officers that her boyfriend, SUE SAN XIONG, Defendant herein, strangled her with an extension cord.
Law enforcement contacted paramedics who treated Victim on scene. Victim further told officers that when she returned home from work, Defendant told her that she needed to quit her job because he believed she was cheating on him at work. Victim reported that she laid down to try to sleep after the argument, but Defendant wrapped an extension cord around her neck and pulled it backwards until she felt like she was going to lose consciousness. She stated that Defendant then released the cord before she passed out and she started coughing.
Victim reported that Defendant then grabbed a knife and threatened her to go to sleep. Victim told Defendant that she needed to use the restroom, but he would not let her. Victim ended up having to urinate on the bedroom floor out of necessity. Officers observed urine soiled clothing on the bedroom floor. Victim reported that during this incident, Defendant cut her clothing with the knife and showed officers the cut clothing. At one point during the incident, Victim made it outside trying to get away from Defendant, but he caught her and dragged her back into the house going through a fence, which was damaged from the dragging.
Victim reported that Defendant trapped her in the residence and told her that he put a nail in the door so she could not get out. Victim was eventually able to escape, ran out of the house, and found a citizen at a nearby building. Victim ran up to the citizen out of breath and scared and reported that Defendant was trying to kill her. The citizen helped her by calling 911. Victim recounted ongoing domestic violence wherein Defendant regularly threatens to kill her, assaults her, and traps her in her bedroom by lodging the door hinge with knives and screwdrivers.
She also reported that Defendant has a firearm and has threatened to kill her and himself. Officers collected the cords and knives used in the assault. Victim and Defendant were living together at the time of this incident. Defendant has prior convictions for Kidnapping and Felony Domestic Assault by Strangulation from September 4, 2025, for which he is presently on probation (62CR235652). In this offense, Defendant held his former fiancé hostage for days inside their residence, repeatedly strangled and assaulted her, and sexually assaulted her.
