On 12/22/25, an MPD officer was notified by the BCA POR ES site that JAMES BERNARD MOORE, [DOB REDACTED] (now referred to as "DEFENDANT") was currently in-custody. The officer reviewed the BCA records for Minnesota Predatory Offender for DEFENDANT and learned he was marked "Non-Compliant" with the Minnesota BCA for failing to report in on a weekly basis as required for homeless offenders on 9/23/2025. DEFENDANT became non-compliant when he did not report in for his weekly registration. As a homeless registrant, DEFENDANT must report on a weekly basis in person to law enforcement in the jurisdiction in which he is homeless.
DEFENDANT has not reported since 7/18/2025 when he initially registered as "homeless" within city of Minneapolis when he came into the MPD POR Unit office. Further investigation showed that DEFENDANT knew that he is required to check-in with law enforcement when registered as homeless. DEFENDANT's registration history showed him registering as homeless prior in Minneapolis and completing several homeless check-ins at the MPD POR office in 2025. The officer reviewed the BCA prosecution packet regarding DEFENDANT. The prosecution packet consists of several documents including a 27-point duty to register which summarizes the main points of registration law.
This duty to register is initialed by each point and then signed/dated on the bottom of the second page. This initialing and signing symbolizes the understanding of this document by the registrant. The duty to register in this case was signed on 3/7/25. DEFENDANT initialed all 27 points including: (1) I understand that it is my duty to register as a predatory offender in accordance with MS 243.166 and/or 243.167. (3) I understand that I must register for a minimum period of 10 years from the date I was initially registered. (13) I understand that I must register all changes to my primary address, including moving to another state, at least five days prior to moving.
I understand that if I do not have five days advance notice of a change to my primary address. I must report the change immediately. I understand I must make these notifications by completing the Minnesota Predatory Offender Change of Information Forms with my corrections agent, or if I do not have a corrections agent, I will complete the form at the law enforcement authority with jurisdiction in the address I am leaving. (14) I understand that if I do not have a primary address I must report to the law enforcement authority with jurisdiction in the area where I will be staying within 24 hours of leaving my former primary address.
I understand that I must continue to report to the law enforcement agency with jurisdiction in the area where I will be staying at least once each week between the hours of 9:00 A.M. And 5:00 P.M. Until I obtain a primary address. I understand that if I move to a new jurisdiction I must report to that law enforcement authority within 24 hours of entering the jurisdiction. I understand that if I obtain a primary residence I am required to report immediately to the law enforcement agency with jurisdiction in the area of my new primary address. 2 ••-CR-••-•••• Filed in District Court State of Minnesota 1/9/2026 (25) I understand that if I do not comply with my registration requirements as outlined above, I can be charged with a felony.
