JAMES DARNELL QUINN, [DOB REDACTED], was convicted in 1996 of Kidnapping-having used forced his way into a woman’s vehicle at gunpoint. He then forced her to drive to a parking lot and perform oral sex on him. In 2000, QUINN executed an acknowledgment of his duty to register with the Bureau of Criminal Apprehension as a predatory offender. In 2012 and again in 2015, QUINN executed acknowledgments that his duty to register includes the requirements that he (1) register, at least five days prior to the move, any change to his primary address; (2) register, within five days, any address where he stays overnight, when he is not staying at the primary address; (3) return, within ten days, any verification form sent to him by the BCA. QUINN has been convicted of nine prior Predatory Offender Fail to Register.
QUINN’s registration date was 06/19/2000, end-date 07/21/2079. On January 12, 2026, Officer Spann was dispatched to Holiday Gas Station, 1345 Marshall, Saint Paul, County of Ramsey, on a call where males were in the store concealing merchandise. Staff pointed to one of the males-later identified as QUINN. Officer Spann approached QUINN, advised he would be trespassed, and identified him. QUINN had two active warrants (Failure to Register and a misdemeanor warrant out of Wisconsin for Obstruction), and is noncompliant with his registration requirements.
On 10/13/2025, when being released from the Ramsey County Jail, QUINN signed a Change of Information form registering his address to Twin Town Treatment Center, [ADDRESS REDACTED] West, Saint Paul, County of Ramsey. A new verification packet was mailed by the BCA on 10/14/2025 to QUINN at Twin Town Treatment Center. The form was returned by the UPS on 10/27/2025. Twin Town Treatment Center Staff advised QUINN stopped his residency at the center on 03/12/2025. QUINN has not stayed at the center or received services from this date.
