The following is based on your complainant’s review of the reports of other officers and your complainant’s own investigation: On January 2, 2026, at about 7:45am, Ramsey County Emergency 911 received a call from an apartment on Mechanic Ave., St. Paul, Ramsey County. The male caller said that a woman had stabbed him in the hand. St. Paul Police responded. At the apartment door, officers could hear a woman repeatedly accusing a man of having “choked” her. The man denied it. He then raised his voice, swore at her, but then began to laugh.
Officers knocked on the door, and the woman answered. She was identified as SR ([DOB REDACTED]). She looked distressed. She grabbed her neck and looked away, mumbling and simply saying that she was afraid. Inside of the apartment, officers found a man watching TV. He was identified as the 911 caller, the defendant, BRIAN ANTHONY KEITH MARSHALL ([DOB REDACTED]). Officers asked if he was OK. He laughed and responded that he was fine. He confirmed that he had called 911 but said that he had not been stabbed; he showed his hands to confirm it.
When officers asked why he had called 911, he noted that he had been the first to call and smiled broadly again. He was detained, at this time for having made a false police report. Once the defendant was removed from the apartment, SR was examined by medics. Eventually, SR told officers that she and the defendant had argued in the apartment, during which he strangled her with both hands. She said that she had wanted to call police but did not have a phone with her; she said that the defendant refused to share his and instead called with the false claim about her having stabbed him.
SR said that during the strangulation, she felt lightheaded and was unable to talk. Her voice was now raspy, and she said that her neck was sore. The defendant declined to make a statement. The defendant was convicted in October 2025 of Domestic Assault – Misdemeanor (Case No. 02-CR-25- 2671).
