On October 7, 2024, officers of the Coon Rapids Police Department received a sexual assault report from C. C. Who stated that she had been sexually assaulted by her boyfriend, Jeremy Tyler Winter, [DOB REDACTED], Defendant herein. C. C. Told officers that in the night of October 4 to October 5, 2024, her and Defendant were at an apartment located on Tulip St NW in the city of Coon Rapids, Anoka County, Minnesota, visiting a friend of Defendant. C. C. Told officers that she went to bed in one of the guest rooms in the apartment at approximately 4 A.M. In the morning of October 5th, 2024, and that Defendant was already in bed inside of the room and was heavily intoxicated.
C. C. Stated that once she got into bed, Defendant began groping her on her breasts and attempted to put his hands into her pants. C. C. Told Defendant no and tried to close her legs, but Defendant continued to push his hands into her pants and penetrated her vagina with his fingers. C. C. Continued to tell Defendant to stop, but he did not stop. Defendant then removed C. C.’s pants and penetrated her vagina with his penis. C. C. Indicated that Defendant ejaculated on her back and on the bedsheet of the bed.
C. C. Then left the room and Defendant wanted to go with her. C. C. Stated that Defendant was still intoxicated, and she did not want him to drive the car, so she drove the vehicle. C. C. And Defendant stopped at a gas station in Brooklyn Park. Defendant entered the store and bought flowers and withdrew $200 from an ATM and gave both to C. C. While apologizing. C. C. Stated that Defendant then drove to his apartment. Once they arrived at Defendant’s residence, C. C. Left in her vehicle. Video obtained from the gas station shows Defendant and C. C. Arrive at 5:45 A.M. On October 5, 2025. It also shows Defendant enter the store and buy flowers and then leave the store.
On February 10, 2025, Defendant provided a recorded statement. Defendant confirmed that he and C. C. Had spent the night at his friend’s apartment and engaged in sexual intercourse in his friend’s son’s room. Defendant stated that C. C. Did not tell her no. Defendant stated that he bought flowers for C. C. At the gas station because he thought C. C. Was upset that she was going to miss work that day. Defendant stated that when they arrived at his home, C. C. Grabbed her belongings and left and that C. C. Did not speak to him after that.
