On November 23, 2025, at approximately 12:39 A.M., Saint Paul Officers responded to the 500 block of Bay Street, Saint Paul, County of Ramsey, on a domestic assault. Dispatch notes included ex-boyfriend broke into caller’s back door with knife. Officer Avent arrived and saw the window on the rear door broken and blood on the door and doorframe. JJL said she drove home at around 2:00 P.M. On November 22nd and saw her ex-boyfriend, JOSE ANGEL RANGEL, [DOB REDACTED], outside of her home. She told him to leave, and drove away.
She did not see RANGEL when she returned. She parked her vehicle, went inside her apartment, and sat on the couch. She heard the sound of a knife being removed from the block in the kitchen where the rear door is located. She ran into the kitchen and saw RANGEL standing in front of the rear door with a long and skinny silver knife from her knife block in his hand. RANGEL pointed the knife at her. During the incident, she cut her finger with the knife. She pushed him outside and tried to lock the door.
RANGEL turned away, grabbed a Blink camera located outside the doorframe, threw the camera into the yard. RANGEL broke the window on the rear door and fled in a 2015 black GMC Yukon XL. RANGEL took the knife with him. JJL said RANGEL does not live at the residence and has not lived there. Witness AI said she did not see the incident but heard yelling from the kitchen. She convinced JJL to call 911. AI said she works with RANGEL. AI said she has seen RANGEL outside of JJL’s residence numerous times when JJL is not at home.
On November 24, 2025, JJL spoke to an investigator. She said, earlier in the day, RANGEL was at the laundromat. She went to see him because he told her he wanted to kill himself. They went out to eat, and did their laundry. He asked her what her plans were after they finished their laundry. He questioned whether she would call him. He left in an Uber, but continued to email and call her. She arrived at her residence at approximately 5:30-6:00 P.M. RANGEL was parked in front of her address and ran up to her vehicle.
He hit her in the face. She pushed him away and told him to get off of her. He said he was calling police. She pulled away, drove around the block. When she returned to her residence, she did not see him. She parked her vehicle. Her friend, Justin, took her laundry into her residence. She and Justin were seated in the living room when she heard shuffling in the kitchen and the sound of someone pulling a knife out. She went into the kitchen and saw RANGEL standing there and holding a knife down by his waist.
She asked him what he was doing and why he was inside of her house. RANGEL “put it out.” She tried to get the knife and was stabbed in the hand when they struggled for it.
