On or about January 16, 2026, Golden Valley police were dispatched to an assault at Menards located at [ADDRESS REDACTED], Golden Valley, Hennepin County, Minnesota. Call notes indicated a female, later identified as RACHEL ELIZABETH MOEN [DOB REDACTED] “Defendant” herein, was assaulting the reporting parties, a male “victim 1” and a female “victim 2” herein, and threatened to kill them. Upon arrival, Defendant had fled the area. Victim 1 told police he and victim 2 were exiting the store when defendant exited her vehicle.
Defendant began striking him with both open and closed fists. He then struck Victim 2. Defendant went to her car and drove away. She then returned and drove directly at them in the parking lot. She came within one foot of striking victim 1 and victim 2 with her vehicle. He was unsure how Defendant located him, as they have not had contact for two months. They were previously involved in a sexual relationship. Police located surveillance video footage of the incident. Defendant can be seen circling back and forth in front of the store multiple times.
She then parks her car directly in front of Victim 1 and 2 as they exit the store. Defendant struck Victim 1 and Victim 2 with her hands. Victim 1 and Victim 2 then walk to their vehicle and Defendant drives toward them cutting them off in the parking lot with her car. Defendant then exists her vehicle and assaults Victim 1 again. Defendant can be seen driving her vehicle at defendant and the victims multiple times. Defendant came within one foot of striking the victims. Victim 2 told police Defendant ripped her glasses off her face and said “I am going to kill her.” She felt like defendant attempted to hit them with her vehicle.
She said her and Victim 2 were previously in a relationship but they broke up. Victim 1 is now living with her because he has no where else to live. She has received texts from Defendant saying she lives in a nice place and was concerned Defendant knew where she lived. She remembered that during the altercation, Defendant said she was pregnant and that the baby was Victim 1’s. Police took photographs of Victim 2's face. Victim 2 had red marks on her left cheek and right side of her nose. Victim 2 said defendant almost hit the car-attendant employee twice with her vehicle during the incident.
The cart attendant employee was interviewed while at the scene. He said he saw Defendant driving recklessly in the parking lot. He said her SUV almost hit him twice at the entrance and exit doors. He said he had to sit outside for a while to calm down after the incident. Defendant was located and taken into custody. Defendant admitted in a post-Mirada statement that tonight she saw the victims exit the store when she confronted them about lying about not being together. She said believes she is pregnant with Victim 1's baby.
