During the week of December 29, 2025, Detective VanSomeren, Washington County Drug Tast Force (WCDTF), received information from a confidential informant that TERRANCE CHRISTOPHER BAILEY, [DOB REDACTED], was dealing fentanyl and had possession of multiple firearms. The CI said BAILEY lives at 2594 13th Avenue East, North Saint Paul, County of Ramsey. Vehicles reported associated with BAILEY included a gold Saturn SUV TAW546 and a gray Mercedes sedan, Minnesota temporary registration tag. BAILEY had an active warrant for felony Aiding an Offender out of Ramsey County.
Investigators conducted surveillance of 2594 13th Avenue East on January 5 and 6th, 2026. On January 6, 2026, the gray Mercedes with temporary registration tag, arrived at the residence and parked in the alley. JONES exited the driver’s seat and entered the residence. At 12:09 P.M., BAILEY exited the rear of the residence, walked to the Saturn SUV parked in the alley, entered the vehicle, exited, and went back inside the residence. At approximately 12:30 P.M. On January 6th, a Dodge Charger (EKT488) drove down the alley behind 2594 13th Avenue East.
Shortly after, KEVIN NIGEL PATE, [DOB REDACTED] (later identified) and a female, DARIAH ERNESTINE CLARK, [DOB REDACTED] (later identified), exited the residence. CLARK walked up to the male in the driver’s seat of the Dodge Charger (later identified as YAMIR GUZMAN PASTRANAN, [DOB REDACTED]- and handed him a clear baggie containing a white substance. PASTRANA gave CLARK money. CLARK then handed PATE, who was standing nearby, money. Deputies stopped the Dodge Charger after it left the address. PASTRANA was the driver.
The female passenger was identified as CATALINE-ROSE NIETO-PENATE, [DOB REDACTED]. PATRANA and NIETO- PENATE were arrested. The Dodge Charger was searched. Several, small plastic baggies were located in a purse on the floor of the passenger side. In the center console cupholder, a cup with a plastic baggie with two white rock-like pieces was found. The substances were presumptively tested, result positive for fentanyl, net weight 1.7 grams. At approximately 1:45 P.M., CLARK and PATE exited the residence at 2594 13th Avenue East, entered the gray Mercedes, and drove away.
A traffic stop was conducted on the gray Mercedes. CLARK and PATE were taken into custody. PATE was searched. Suspected crack cocaine was found in his pocket. PATE said the substance was crack cocaine. The substance in PATE’s pocket was presumptively tested, net weight.7 grams, result positive for cocaine. Officers obtained a search warrant to search the residence at 2594 13th Avenue East, and executed the warrant on January 6, 2026. As officers approached the back door of the residence, BAILEY was observed outside.
BAILEY was told to stop and that he was under arrest, but he ran inside the residence and locked the door. Detective Swanson breached the door and announced officer presence and the warrant. Eventually, two adult females, SE and MR, went to the door. Officers continued to give commands for JONES and BAILEY to go to the door. Eventually, BAILEY went to the door and was taken into custody. BAILEY said the firearm was not his. He said his DNA would be on the gun recovered because he touched it. 2 ••-CR-••-•••• Filed in District Court State of Minnesota 1/9/2026 JONES was in the living room.
