On or about May 22, 2025 at approximately 4:01 A.M., Officer Jake Peine of the Prairie Island Police Department was requested by Treasure Island (TI) Security Dispatch to respond to slot bank #518 at Treasure Island Resort and Casino located at [ADDRESS REDACTED] in Welch in Goodhue County, State of Minnesota for damage to a slot machine. Dispatch stated that an unknown and potentially hazardous liquid was poured on the slot machine and appeared to eat away at the carpet. Officer Peine arrived and spoke to Security Supervisor Darla Potterf and TI Slot Machine Technicians.
They said the suspect poured an unknown liquid down the bill acceptor of slot machine #48629, and now it appeared to be eating away at the carpet. Officer Peine observed a dark, sticky-looking substance that appeared to run down the base of the slot machine from under the button panel. He also observed that the substance appeared to damage a portion of the carpet at the base of the machine. The right side of the button panel appeared to bulging out slightly. Officer Peine was informed by a slot technician that he cleaned the button panel prior to Officer Peine’s arrival.
Potterf said a slot technician supervisor will come assess the slot machine later in the morning. Potterf said they would provide a damage estimate once the slot technician was finished with the machine. Officer Peine went to TI Surveillance to review coverage of the incident. He observed the following: On May 22, 2025 at 2:09 A.M., the suspect arrived on TI property in a white four-door sedan. At 2:10 A.M., the suspect parked his vehicle in the Sky 5 area of the parking lot. At 2:13 A.M., the suspect entered the casino through the main casino entrance.
The suspect appeared to have attempted to conceal his identity. The suspect appeared to be an African-American male wearing a white medical face mask, a tan hat, glasses, a red sweatshirt, black jacket, blue jeans, and white “New Balance” shoes. At 2:14 A.M., the suspect entered the casino #6 area male restroom. At 2:15 A.M., the suspect departed from the restroom. At 2:17 A.M., the suspect appeared to obtain a cup from the self-service drink station in casino area #5. The suspect then entered the Event Lobby restroom.
At 2:19 A.M., the suspect exited the restroom and walked to slot machine #48629 at slot bank #518 with the cup. The suspect then appeared to grab at the pockets on his jacket and pants. At 2:20 A.M., the suspect poured the unknown liquid down the bill accepter of the slot machine. The suspect then appeared to drop the cup between the slot machines on accident before picking it up and departing from the slot bank. At 2:21 A.M., the suspect entered the casino area #6 restroom with the cup still in his hand.
At 2:22 A.M., the suspect exited the restroom with the cup and then exited through the main casino entrance. At 2:23 A.M., the suspect entered his vehicle and drove toward the casino exit. At 2:24 A.M., the suspect departed casino property. Officer Peine was given numerous screenshots of the suspect from TI Surveillance. He was informed that Surveillance was going to conduct a review of the play at the slot machine and slot bank to attempt to identify the suspect. On May 22, 2025 at approximately 7:00 P.M., Officer Peine double-checked the Avigilon Camera System LPR cameras for the main casino entrance and exit.
