On January 28, 2026, at approximately 7:37 P.M., officers were dispatched to the area of Nocollet Ave and 3rd Street in Minneapolis, Hennepin County. Upon arrival, officers made contact with the caller, NAOMI TAMUNOTONYE-FOINGIL IRUENE, Defendant herein. One officer on scene observed the Defendant break the windshield of Metro Transit bu1868. When officers attempted to identify the Defendant, she refused to give them her name. Officers advised the Defendant that she was under arrest and attempted to detain her.
The Defendant began to resist and attempted to bite and kick the officers. After being placed in handcuffs, the Defendant told officers she could not breath, and that she was passing out. Officers placed her in the recovery position and called for an ambulance. Both HCMC medics and the Minneapolis Fire Department responded. As she was being treated, the Defendant kicked HCMC medic T. R. And MFD firefighter D. M. Due to her behavior, officers determined it was necessary to use leg restraints for Defendant’s transport to the hospital.
As officers attempted to apply the leg restraints, the Defendant kicked Officer Dow in the knee, causing it to swell and bruise. The Defendant was ultimately taken to HCMC. As of the writing of this complaint, the Defendant is in custody.
