On October 18, 2025, at approximately 1:14 am, Sgt. Bengtson of the Shakopee Police Department was alerted to a vehicle with MN Lic: SEK 471 on Northbound County Rd. 83 near Tintacanku. Sgt. Bengtson observed this vehicle to have a KOPS alert for Felony Fleeing out of Richfield. Sgt. Bengtson notified other officers to respond to the area. As officers got into position to initiate a traffic stop it was determined they would try and box the vehicle in. Accordingly, an officer pulled in front of the suspect vehicle while other officers maintained their position alongside and behind the vehicle.
Once in position, all officers activated their respective squad's emergency lights. As officers initiated sirens to conduct a traffic stop, the suspect vehicle began to brake and move to the right shoulder, then began making jerky movements and drove towards the officer directly in front of him resulting in the officer having to make an evasive maneuver onto a shoulder ditch to prevent from being rammed by the suspect vehicle. Once the officer was on the shoulder and no longer directly in front of the suspect vehicle, the suspect then heavily accelerated in an attempt to flee the officers.
Sgt. Bengtson at this time aired the flee over dispatch and requested more officers. Based on the speed of the suspect vehicle and dangerous driving exhibited, the pursuit was called off. Sgt. Bengtson, once the pursuit ended, contacted Mystic Lake Casino to garner more information. Sgt. Bengtson learned that just prior to this flee, the suspect vehicle was on Mystic Lake Casino property. On October 24, 2025, Sgt. Bengtson received video surveillance from Mystic Lake Casino. This video surveillance contained images of the suspect inside the casino just prior to the fleeing.
Additionally, surveillance shows the suspect leave the casino property, alone, and walk to the suspect vehicle at approximately 1:09 am. The suspect is then seen entering the driver's side of the suspect vehicle and depart the casino property at approximately 1:10 am. The distance from the casino to where Sgt. Bengtson was alerted to the suspect vehicle is 2.5 miles. Still frame images of the suspect from the casino were sent to Hennepin County CISA in an attempt to identify him. CISA responded and identified the suspect male as BROC DUPREE LAMART SEAWRIGHT, [DOB REDACTED], hereinafter referred to as Defendant.
Shakopee Police personnel compared the still frame images to known MRAP images of Defendant and observed it to be the same person. Additionally, Shakopee police personnel was able to view public images of a Facebook profile belonging to Defendant and also observed it to be the same person. Defendant at the time of this investigation had active warrants for his arrest out of both Hennepin and Scott County. Due to Defendant fleeing from police twice and having pending warrants for his arrest, the State requests a complaint warrant be issued.
