On October 27, 2025, at approximately 1:40 P.M., officers of the Metro Transit Police Department responded to reports of an assault upon a transit operator. Officers contacted VICTIM [NAME REDACTED], the operator of bus 8214, who indicated that while stopped in the vicinity of Chicago Ave. South and 17th St. East, city of Minneapolis, Hennepin County, Minnesota, he attempted to assist a wheelchair-bound passenger exit the bus who then assaulted him. According to VICTIM, [NAME REDACTED] attempting to unhook the passenger, later identified as NOCKIEL QUINTAI RANDLE [DOB REDACTED], DEFENDANT herein, who became angry when he perceived that VICTIM [NAME REDACTED]. DEFENDANT became belligerent, struck victim with a fist, then threatened, “I will shoot you.” VICTIM indicated that this caused him reasonable apprehension that DEFENDANT would follow through with the threat and that he was in fear of DEFENDANT. Officers obtained video from the bus that depicted VICTIM [NAME REDACTED] who then punched VICTIM [NAME REDACTED]. DEFENDANT then shouted at VICTIM [NAME REDACTED]. VICTIM [NAME REDACTED], at which time DEFENDANT said, “I smack the f*** out you, bro!
I’ll kill you. I shoot your ass up on this b****.” VICTIM [NAME REDACTED] from DEFENDANT, who moved the wheelchair and moved toward the protective barrier. DEFENDANT continued to threaten him by saying, “You gonna say sorry like that matters? I will kill your ass, then tell you ‘Sorry’." DEFENDANT has 2 prior QDVROs within the prior 3 years for: (1) Assault 5, 27-CR-21-8481 ([DOB REDACTED]); and (2) Felony Threats of Violence, 27-CR-21-3626 ([DOB REDACTED]). This results in DEFENDANT being enhanceable.
DEFENDANT is not presently in custody and is subject to an existing arrest warrant for a probation violation in 27-CR-21-3626 since July 22, 2025. Accordingly, the state requests a complaint warrant issue.
